Public Health Agencies include statewide departments, state level divisions, programs and offices; and local level jurisdictions including districts, multi-county districts, and departments. The size of the organizations may vary considerably, but they share a desire to provide the most effective and efficient services to the people they serve.

The organization's work may be focused on one program, such as immunizations, or on a wide variety of programs and services that include prevention and promotion activities, communicable disease reporting and treatment, assessment of health indicators, and environmental health programs. Case Studies: Public Health Agency

Case Study 1
MCPP conducted an extensive, statewide evaluation of Proposed Performance Standards for Public Health for a state Department of Health and its Public Health Improvement Plan Standards Committee. The MCPP team conducted 54 separate site visits that included all 34 local health jurisdictions and 20 selected state level programs.

The project also included the development and distribution of a pre-assessment operations guide, a computerized data collection process, a report of aggregate performance results at the state and local level with recommendations for revising the standards and improving performance; and a best practice report and toolkit.

Case Study 2
MCPP was awarded a follow-on contract to conduct extensive training sessions for key leadership and several divisions in the state Department of Health. A statewide comprehensive orientation manual with an online toolkit was developed by MCPP for new local health administrators.

The orientation manual addresses skills and knowledge in eight functional areas. A self-assessment and a wide variety of information are included for each of the eight knowledge areas. The orientation process is described in detail including a mentoring process for the new administrator. The toolkit items are ranked by three levels of proficiency to assist the new administrator in determining the appropriate items to include in their individual orientation plan. In the future, each new local administrator will be provided with the orientation manual and toolkit to support the individual "learning curve".
